Workforce Development services are provided by SAP&DC through a Commonwealth of Pennsylvania-wide system under the auspices of the Department of Labor and Industry. For SAP&DC, the policy arm of this effort is the Southern Alleghenies Workforce Development Board (SAWDB), a public/private membership body, appointed by the region’s County Commissioners (local elected officials) and charged with determining workforce services most appropriate in the region (Southern Alleghenies Workforce Development Area).
SAP&DC “staffs” the SAWDB, but virtually all client services are provided under sub-contracts with other community –based providers operating in the region’s PA CareerLink® offices. These are one-stop centers where both individuals and employers may access services. Other Workforce Development Boards (WDBs) are in place throughout the Commonwealth providing similar oversight in other workforce investment areas.
Another major workforce function is the Employment, Advancement and Retention Network (EARN). EARN is a statewide “welfare-to-work” program funded by and through the Pennsylvania Department of Public Welfare, and delivered by SAP&DC in the six SAP&DC Counties both directly and via subcontracts with other community-based organizations. EARN’s goal is to determine and undertake services intended to help those on welfare achieve financial and career independence.
The SAWDB is required to have an approved local operating plan in place at all times.
About the Local Plan: The Southern Alleghenies Workforce Development Board’s Local Plan serves as a strategic framework to guide workforce development over the next four years. It reflects our dedication to expanding opportunities for individuals to build their skills and careers with a particular emphasis on supporting special populations and addressing the talent needs of employers within our region.
