Southern Alleghenies RPO Title VI Compliance & Implementation Plan, Public Participation Plan, and Limited English Proficiency Plan
The Title VI Compliance and Implementation Plan outlines how the Southern Alleghenies Rural Planning Organization (RPO) adheres to anti-discrimination policies established in Title VI of the Civil Rights Act of 1964, the Americans with Disabilities Act of 1990, and other relevant statutes. It provides information on procedures the RPO has in place to address alleged acts of discrimination in its transportation-related services and programs. Two other plans are included in the appendices: the Public Participation Plan (PPP) and the Limited English Proficiency (LEP) Plan.
The PPP describes the RPO’s strategy to inform and involve public stakeholders in the transportation planning process. It serves as a guide for public outreach activities for transportation-related public meetings or plans, including the Long Range Transportation Plan (LRTP), Transportation Improvement Program (TIP), and other transportation-related plans or projects.
The LEP develops procedures to ensure that LEP individuals have access to information and services provided by the RPO. The plan includes a needs assessment, identifies individuals who may need language assistance, and outlines the resources and services available to assist them.

These documents were subject to a 45-day public review and comment period that ran from March 24, 2025, to May 9, 2025. It was adopted by the RPO shortly after the end of the public comment period.
This document was amended in May 2026 to include up-to-date contact information and language taglines.
